The one's affected or that this was designed to affect are the appointees, of which there are 9000 I believe. They are lifetime appointments and to fire one of them is a monumental task. They enjoy much higher salaries and greatly enhanced benefits and bonuses.
A SHIT-TON of them were appointed by Obama and they are considered, due to their control of the bureaucracy, information flow, etc, to be the true deep state. THESE ARE THE PEOPLE THAT SLOW WALK DECLASSIFIED DOCUMENTS AND SUCH.
Their names are published in the Plum book. They have been fighting hard to get this abolished so that the public cannot know the identities of those that head these 9000 governmental departments.
The schedule F classification would allow these people to be PROMOTED into this classification since it is the highest government schedule job classification now and ranks above these people. Once promoted, they are subject to every rule and regulation as any other government employee. That means they can be FIRED or simply promoted into a position that lacks control. It was a BRILLIANT move by GEOTUS and can be expected to be used in full force in his 2nd term!!
