she didn't though... mayor of DC cant ask for NG because its the seat of the Federal Government. The Federal Government is like the Governor of DC. Since it's the seat of government and no governorship to ask for NG support then the guard must be federalized once it enters DC as it has been.

These guardsmen come from multiple states. Since this is now interstate then the Federal government also takes command. Only civilians who command the military in the Federal Government are the President and the Sec Def.

In DC yes. If NY sends troops at the request of NJ then NJ governor is in charge but NY can call them back when they want. It’s like that but it’s federal/state government instead. Look into the Philadelphia Revolt of 1784. It’s why DC was founded and why no one other than the President will control soldiers inside DC.
