isnt there a state of emergency? doesnt that give him the ability to do this unilaterally, doesnt the insurection act also give the mitary control of said area ?

This is a multi state NG force in DC right now. Army has a chain of command and it cant be a governor since they're at the seat of the federal government. They made DC because state militia took the government hostage before; during the Revolution. Pennsylvania militia surrounded Philly and held the founders and government hostage. Trump is in charge

He doesn’t even need to use the IA.

He has direct command of the NG and the USMC, both activated and in DC. If they’re told to make constitutional arrests, say, for treason, then they do that. He can go around their Chiefs and Generals and just do it himself.

no going around. Its a linear chain of command and military will never have command in DC. It's the seat of government. Trump is the direct commander and joint chiefs make policy. They really don't durectly command so to speak.

That means FEMA is in charge, and the head of FEMA is now also head of DHS as their head resigned. FEMA can command NG, can run military tribunals, make arrests, declare martial law....getting the picture :)
