He wrote it as a fictional story so he would not be silenced for revealing their plans. In Animal Farm he showed us that human nature makes socialism impossible to be implemented without catastrophic failure. 1984 showed how they intended to work around that human nature by using it against us and breaking the human mind in order to bring about the changes they desired.
