Reagan allowed amnesty. His mind was going and it's commonly believed his more liberal lawyers and advisors were manipulating him after 1984.
Part of the deal was that illegal immigration would be strictly enforced afterwards. Ha!
Then John McCain took up the charge and started trying to find more ways to get them in.
In the same period, he signed something called the "Firearm Owners Protection Act" which contained the "machine gun" ban.
George Bush took over after Reagan was shot.

The deal was amnesty in exchange for new laws and more enforcement. Then congressional Ds refused to provide funding for the additional enforcement. Then Bush 1, Clinton, Bush 2, and Obama opened the borders and didn't even enforce existing law.
California was red before a wave of illegal immigration, I think it turned blue sometime in the 90's
At this point we can only secede. Some states need to band together and we will need to build our own nation completely separate from the rest of the country. We can make some modifications like term limits and ad some protections against communism.

I was thinking that Red States could, if someone can talk to the right people, make having been here illegally this long a crime. A federal amnesty would allow them to stay, but not protect them from states.
And suddenly they would all have to come out and say "Here I am" to get the amnesty.
You'd need clever lawyers to write the bills. If only I could toss a note to all the governors.
If they come through Texas, can Texas, as a state, refuse them? AZ might do likewise.

We need to do a blitz education program to educate illegals and other Hispanics (not Trump supporters) the implication of allowing more illegals into the country. Likely it will not impact white collar workers but it will make competition for low skilled jobs much harder and drive down wages.
They need to understand the real economics of what welcoming new immigrants into the country will mean to them.
Instead of standing next to 3 guys waiting to be picked up as day laborers they will be standing next to 10. Those new guys will be happy to do anything for anything as they just got here.

Secession is treason unless it is done under a constitutional convention. But, if we have the minimum 34 states to have a convention and 38 to pass an amendment that allows legal secession, we can fix anything and everything that would make secession necessary in the first place.
