This bill only applies to groups other than minorities i.e., white people, white Hispanics, non-white Hispanics, white Asians, non-white Asians, all white Africans including but not limited to white south Africans. The one drop rule shall apply in any and all cases when it may or may not be proven that the applicant has a single drop of white blood. This does not however include white blood cells.
