It was done to destabilize the South and hopefully get slaves to leave plantations, revolt, etc. NO slaves in the North were freed. And only black slaves were freed, not white ones. Didn't know about the white slaves in the US? https://virily.com/culture/irish-slaves-in-the-americas/
