All I can think is that Pence wanted to give them every opportunity to turn back. I've been thinking for a while that it's the only reasonable explanation for why he'd do this, and still be loyal to Trump (not going along with the impeachment or 25th bullshit).
Then we hear the new head of the NSA said a very similar thing about killing terrorists, even he gave them every chance he could to do the right thing before slaughtering them.
