Might be a reference to those cell phones with radio backup. Sonim phones used by first responders have this feature which by passes the normal cell tower service. These have one click radio communication with other users of the radio service. It can be used internationally if the other person has a Sonim phone overseas for a very cheap cost. Now I understand why the stock SONM was very active on the NASDAQ on Friday. Might have to buy some.
