I believe there was deep state involvement, but part of their campaign of lies is to put out theories that can be debunked so that the real sleigh of hand is missed. In the case of 9/11, Brenan and friends allowing or coordinating the terrorists to highjack the planes.
I don't know about building 7, that might have been demod, but all eyes were on the big towers so they just had to make the main event believable.
