I reread the EO, https://www.whitehouse.gov/presidential-actions/executive-order-imposing-certain-sanctions-event-foreign-interference-united-states-election/

It says the report must be given with 45 days of the conclusion of the election. On Nov. 3, all citizens voted to tell the state who to send as their electoral votes. The electoral votes weren't cast until Jan. 7th, same day as Radcliffe's report.
