D.C. is under state of emergency. Thus, as far as I understand it, even those deployed from other states under "Title 32 status" (meaning they were meant to be under state-of-origin governor's control) automatically became subordinate to the commanding general of the D.C. National Guard, who himself is subordinate solely to the President of the United States. The D.C. National Guard is the only National Guard unit, out of all of the 54 states and territories, which reports only to the President.

Unless the idea is that Maj. Gen. William J. Walker, Trump-appointed commanding general of the D.C. National Guard, will also decide that "Commander-in-Chief" is just an honorific.
