Costing taxpayers billions in lawsuits because the US already has agreed contracts. Companies have invested in equipment, hired, trained people.

They will have a tough time canceling pre-existing contracts. The US federal government might still have to pay out the value of those contracts.

Don't know about these, but a lot of federal contracts have a "termination for convenience" far clause included that would let GOV close it done without recourse. Companies would be entitled to all costs thru that date.
