Pedo Joe might be too sleepy to know whats going on or to recognize the danger he's in. Not necessarily from the troops themselves, but they hate him. Have no loyalty or motivation to risk their lives to do anything to protect him. All it takes is one person to get close enough and for the military to shrug and say "meh" and Pedo joe is toast.
