I don't think that will happen during our lifetime, as the tech still has a long way to go for the benefit vs risk to be high enough for it to be appealing to healthy people or make ordinary people fall behind "chipped" ones. Then, I think they'll try to implement it to treat people with certain disabilities, like blindness. After that, it'll be far enough along that using it to augment the lives of otherwise healthy people could realistically be looked at.
