The moment a leftist twit approached any Military Commander asking for that it would be denied immediately and reports possibly sent to the IG or other Command channels explaining the improper/illegal request. Commanders have to do those sorts of things because if they fail to report the criminal contact they may themselves end up being part of the investigation, bad for careers.
Several Military Commanders have already gone on record as denying the possibility of questioning Troops in such a manner.

Exactly. The title and twitter post are taking wild guesses. There's nothing in the article that mentions 10%, any screening program, etc. It most likely is based on recommendations from COs as well as taking those who work in law enforcement in their day jobs first.
