Hobos build their camps with cardboard and plastic. One rogue flame licking a sticking out edge and it'll all go down. They're just trying to keep the rain out there's no safety codes.

Still keep an eye out just in case. Evil operates in plain sight sometimes. Just because I can come up with a valid story that's plausible and innocent doesn't mean it's innocent.

It could be a test of response times, or it could be a fire at a homeless camp. The weather was in the 30s this morning in DC, so it only makes sense they would have a fire going.

It very well could have been a simple random fire, which was just outside the security perimeter. At the exact same time they are doing a rehearsal of a stolen inauguration when there is over 30k people guarding the Capital, thus triggering a city alert and lock down. I could also win the lottery.
