The initial reaction to such a thing would be to treat it as seriously as it possibly could be. Then assess, and recalibrate based on evidence.
Nothing really out of the ordinary about the reaction from the military. The troubling part is how quickly some (read, media) jumped to conclusions about which group was responsible.
