Comes down to the difference between “cases” and “infections”. The media are conflating the two.

Historically, infections include the people who have the virus in their system but not enough to be symptomatic or contagious.

“Cases” typically refers only to those with symptoms.

The media are purposely using “cases” to describe “infections”, thus dramatically increasing fear.
