The guy on the left bucked up, fought hard and won despite the odds. The guy on the right had the best army in the world, but believed the enemy's propaganda that resistance was futile, and committed suicide even though victory was at hand. Theoden was a doomer too. The difference is he chose to fight despite believing that he would lose and die.

He did this because refused to be cowed and because it was the right thing to do. Because of this he turned out to be of pivotal importance for goods triumph over evil.
