Was someone using imminent domain? Maybe not paying them for the right of way?

Yes. Imminent domain is on the menu. Unfortunately for Transcanada, they did some route changes that the state has been saying requires a new environmental impact study. There are people who have taken the right-of-way checks, but quite a few have not. They can't use imminent domain if the route isn't approved. Not to mention there are counties where the county superintendents are simply not seconding votes to approve KXL permits.

It's a landowner rights battle, and it really hasnt been going good for KXL for a long time.
