People will be told that it's happening in real time, when it's actually been prerecorded. The fence and the soldiers are there to make sure that no outsiders are able to spy on what's happening.

Noon on Wednesday, he can say it in whatever language or format he wants, so long as he is still legally entitled to the office, it becomes his.
