I don’t think they do. If they did, none of the covid lockdown and restrictions could have happened. And since indeed these things did happen, and continue to happen, and they violate the letter and the spirit of these documents so thoroughly, it has resulted in the obvious fact, now unconsciously or consciously accepted by everyone in our government, that they have no legal force.
