I think (I need to read it a little slower and really take it in) this is an order to keep the letter organizations (ATF, FBI, etc) from just making up their own rules (laws) that we have to follow. The BATFE has been really bad at this- they've been making up laws as they feel they need to for years. It has really become crazy in the last couple of years when dealing with pistol braces, home-made receivers, tannerite, etc.
