I think Jenna doubted how deep the corruption of the justice department and the cowardice and intellectual deficiencies of state legislatures went. In my opinion she and Rudy Guiliani believed this could be solved legally. Unfortunately the game was rigged and military is the only way.
I watched a lot of the state legislature hearings and I think Jenna did an admirable and passionate job laying out the case and supporting the Constitution it just wasn't enough.
