Not sure about Mexico, but Trudeau has indeed invited Chinese troops to train there before. The military brass cancelled the event and Trudeau was furious about it. This was back in 2018, so it would be reasonable to suspect that there’s already been Chinese military activity in Canada since then
Wow thanks for the link! It says there were 18 different planned trainings in 2019 alone in Canada. That makes it a more plausible idea, at least in Canada.
