It is completely a top down approach. Every worth while company is tied to the state which is syphoning out money for the state aka the families in the inner circle. It gives the illusion that it is not like the Russians, but this is the same pig with different makeup.
The thing that makes China even more unstable is the overreach around the world where they are trying to influence and bring other countries under their control or simply better aligned with their plans. This all adds cost and more importantly risk. The bigger you build it, the faster it will fall. We humans are not akin to all March to the same tune.
