He is ensuring that department heads are the ones making the rules in positions that are not elected.

I skimmed through it, but I gathered that he was saying the people elect the president (or are supposed to) and by our selection we allow the President to pick and choose heads of departments. He doesn't want people he hasn't selected (lower level people) making any of the rules for those departments.
