No the National Guard when activated gets paid as active duty but only considered “active duty” if falling under an active duty CO in a war, theater of war or deployed to an area of conflict over seas for a period of greater than 30 days. So that is basically a mis leading headline.

The article says "The Pentagon has deployed 750 specially trained members of the US military — including bomb squads and trauma medics". Doesn't sound like NG to me, no?

For DC the FBI and Secret Service do have their own but will often contract out with EOD and other Tier 1 asserts as standard practice. So sure, but do not believe this meets the requirement of the IA.
