If Biden is President in 2 days, why did Pelosi send this letter?

Pellosi sent letter to Acting defense secretary Miller demanding he not install Michael Ellis as NSA general council.

Why with only 2 days left? Biden could just fire him on Wed. Am I missing something?

Or is something definitely happening?
