It just means this particular patch, on this particular soldier, does not indicate the presence of regular army soldiers.

That patch was on the right arm, which means it's for a deployment - he deployed with the 10th mtn. The patch on the left arm denotes the current unit

Yes. Regular troops. This is a major military operation only peripherally related to the inauguration.
