Unfortunately that has been an oversight of Trumps admin. All his spectacular EOs (and I actually mean that.. they are spectacular), can be overturned with one stroke of a pen by Biden.
Why upset at him? He's right, anything enacted by EO, can be removed by EO. Doing it legislatively is the best. But since the legislature is useless. EOs have become more common.
