This is so they can backdate registrations. They probably have more votes than registered voters, or votes attributed to people who did not register. Either way, this is to fix the books. Now when they have their audit they can say "See? Everything is on the up and up." The longer they have, the better they can cover their tracks.
Also why you're supposed to report how many ballots you have to count before you start counting, and why swing states and cities have begun ignoring that rule. So you see shit hang at 99% while the vote total magically continues to creep 5-10% up.
