I had to listen to it a couple times to make sure that's how I understood it as well. However, even if there's 25-30k that have been reported, that's 38-46 percent of them in DC. That's a ridiculously concentrated number of troops.

I know we have had some over here for months. They’re the ones running the free COVID test sites. So maybe that’s what it’s referring to.
