Yes. Only the commander and chief can legally deploy the military. So it’s very confusing.

he was pretty much forced to. He doesn't have to give the number of troops, just authorization to use them.

That seems off...you're saying what, they say "we want troops deployed to protect Biden", they don't have to specify a number, and all he can do is say yes or no? And then they can just say "thanks- BRING IN 100,000 SOLDIERS OK HE SAID IT'S COOL!"

So he has no understanding or control over the number? He can't say that he's only going to approve deploying 10k? For the record I am saying here that I don't know the rules here at all. It just sounds absurd to me that it would work that way.
