It's because this is the best way to break down our individuality. If you think of a person's identity like a pyramid, at the very top we're all human, then male/female, then race, and so forth until you get to the very bottom that makes you a unique individual. Create enough confusion around gender and all of a sudden we have no identity, no individual thought. Much easier to control.

Well, we can identify as anything we wish, as an elephant, so maybe that is the ultimate in individuality.
