Is there like a rule at by what time he should have to do this? Like what’s the last possible moment trump can transition power to the military? Also is it possible to have done this already with no announcement?

I think he has been working with them and setting this up for awhile. Once he hands off to them and becomes private citizen, it will happen. Tomorrow AM I think but I am not sure when. 12 am? 6 am? He is scheduled to be at Fort Andrew's at 8 am.
