You nailed exactly what he was trying to do. Although I think the lateness of the speech had more to do with Pence cucking out at the last minute and not even telling anyone before he released that letter on twitter.
It could have been salvaged as a show of force and a Jacquerie. A giant "fuck you" to the US government that could have acted as a rallying cry for Americans fed up with them, but the aftermath was so weak that it failed to do any of that. All the "NOOOO! IT WAS ALL ANTIFA WE DINDU NUFFIN!" shit ruined any badass appeal it had.
Either way seeing congress cower in fear of the American people was very cathartic

I don't get why he would call everyone there if he had nothing. Maybe to persuade his vp, but other than that it backfired on all of his supporters.
