That is the thing - the last goal line has always been noon tomorrow. He has not conceded (that I have seen), nor has he refered to the "new administration" or "next administration" as being specifically Biden. The language is always general enough to allow transition to "another administration".
If ever there was a plan to reverse the steal (absent the courts, state legislatures, and Congress), that is really when it had to happen anyway. If that isn't the fact of the matter, please enlighten.
