Adding to that the IA can't be used for stuff relating to elections, and if he had tried using it he would have been impeached and thrown in prison for trying to start a coup.
I think ultimately he cared too much about optics. He could've easily said "fuck it" and keep the country open, but the media pressure (resulting in public pressure, even among many republicans) got to him
