Oh likely many (political) reasons, but at least because they are commies and corrupt. Which is why even after 2 years, the CFO, CEO, etc still wont directly address or talk about the issue, including the dept's internal controls and audits.
So, the customer service reps finally said sure pay the outstanding balance but we still won't activate your account or turn the water on (ie they've separated paying off the past bill/debt from getting service/active account); even though the account and property is older than the water dept. They say an application will have to be made (since they had rapidly evil escalated everything to the max on their end, including deactivating the account so can't even pay online), but there's nothing that can force them to accept "a new application" and turn on water service. And we won't/can't "qualify" for the application approval to get service; based on how they wrote their own "application for service form". Oh, and the same people that could "override" this and give service; are the same evil corrupt commies that put the whole cutting off service and refuse to talk about process in place.
It's roughly similar to the Election Fraud lawsuits where the corrupt & commie Voter Office bureaucracy says, go ahead an file a lawsuit against us; but then the court denies standing, based upon the marxist-justice written "rules" to deny standing.
