If Joe Biden needs 30k troops to protect him from assassination at the inauguration, how come he didn't need any troops to protect him at his Delaware speech today?

I think they’re worried about the historic buildings getting mobbed. Also, there’s an elaborate setup with the 200,000 flags that needs to look good on TV which could get trampled.
