Only Texas can legally concede by vote without declaring war. But I wpuld assume that if Texas does become its own nation again that many states might call for annexation and become part of Texas.
It would certainly present the cabal with a very big problem if this took place. The only way they can enforce it is to use the military. Would the military actually use force against Texas? That's a tall order. And even if they succeed in getting the military to invade Texas, what happens when Texans fight back, and start retaliating against blue targets internally and in other states?

Well, since we're a country of order without law now, I say we call their bluff. "Don't like it? Come stop us."

Not to mention that a huge percentage of our military are Texans.
