He is and would still be governor if not for the damn teachers and other state government employees and retirees who were ticked that he wanted some very mild pension reforms. Funny thing is, Bevin was the first governor in forever to make sure state pension funds (there are several) were fully funded. Neither Beshear has done so as governor. Would love to see Bevin elected senator.
