It took all of 4 to 6 people in Georgia to shut down the counting and run ballots multiple times accounting for 10's of thousands of extra votes. The stories in other cities were not accomplished by huge groups of people either, just a few who knew how to implement the cheat and a whole bunch of people who had no clue how to do their job.
Add to that, Italy interfered with a small handful of people, and according to intelligence, so did other countries.
Basically, it takes one person with a plan with a few accomplices, and whole bunch of people who are ignorant of their responsibilities and lack of job knowhow.
