Chicago Pede here, the problem was people selling their vote decades ago. Someone from their party would stand out front of a voting precinct, he would have a prefilled ballot ready to go for some schlub, the schlub would take it, go inside and get a clean, unfilled ballot, then deposit the prefilled ballot and give the guy out front the unfilled ballot for him to fill again. In turn, the guy gave the voter money for a beer or told him what bar to go to for free meal. If people don't care, then they will only steal your vote later on down the road, which is where we are at now.
