This is how you do it though. They aren't going to risk rigging small elections, and the idea is to put forth so many candidates that they can't stop them all. It's the shotgun approach, or going wide instead of deep. You get a foothold on a local level, and build up a party and a presence, and eventually you build up to bigger positions over time.
