Use torguard - I am personally vouching for their log keeping (or lack thereof) practices and they're setup the proper way legally to not get forced into finking on you. They're not the cheapest, but the network is in good shape and they have a VPN app for everything.

Trust.zone, ExpressVPN. Look into The "eyes" countries when it comes to VPN.

Look up tor. Only good for web browsing but that is the majority of data collected

I would say to use any non-logs VPN. VPN + tor is even better. There is also JonDos (multihop VPN-like system).

Best to do your own research and find out. Using a different VPN than others widens the attack surface if a vulnerability is discovered or an operator is a honeypot, making it harder to target you. VPN providers, at worst, are no more private than your ISP (they can see all your traffic). Use OpenVPN, not IPsec or PPTP (PPTP is easily hacked). Ideally, VPN provider should not log or restrict traffic. They should also be based in another jurisdiction (though, with MLATs, this may not be totally effective). They could also be legally compelled to log activity. Hostile datacenters they use could also log you, even if the VPN operator themselves doesn't.
