It's a missile transfer system. It tilts so they can load Minuteman III missiles into silos.

Edit: To be clear, it doesn't launch them.

Agreed, though at first I thought this was one of the few drone catapult systems they were messing with years back. After a cross check these are indeed silo loaders.
