Ham radios: need a license, easy to listen in, easy to triangulate, easy to jam. Anyone pretending these are viable in an urban area against the US govt has brain rot. The FCC knows that isnt a real threat. They just want that bandwidth so they can sell it off like they did with all the rest.
Jamming and triangulating ham radio really depends on a lot of factors.
If we are talking about VHF and UHF, it's a local(ish) signal at low power(especially if you are using a handheld). Jamming is pretty easy if someone is close to you and has more power than you. If you are using a repeater, it's even easier to jam. Just go within a few miles of the repeater site on a mobile(not handheld) radio and hit the input with your max power. It's likely that you'll drown out any signal from users far away on handhelds if not everyone else. Triangulation of VHF/UHF isnt terribly hard. A few nerds with homemade antennas could find a person transmitting regularly within a few days, assuming they were stationary. If the feds want to find you, their gear is better and quicker.
HF is the "talk around the world, bounce off the sky" ham radio that a lot of people think of. Jamming would be hard unless you know they are transmitting nearby and you have a lot of power. More so if you dont know where the person listening is. Triangulation is definitely possible, but it takes the average nerd group a little bit of time to find a stationary target let alone a moving one. If the feds are looking for you, their gear is better and quicker.
Ham radio operators have saved thousands of lives during disasters. CNN is really thinking they should be the only means of mass communication. They are deluded and maybe even sick. I hope POTUS buys a TV network.

Download a test prep app and get your Technician license. It's really easy. Junior high kids pass it. Then pick up a uhf/vhf handheld in your price range and see what's going on locally. If you want to get into HF, the price can get steep pretty quick. Radio, power supply, rf cable, grounding, and a decent antenna setup can be had for under $1000 if you are handy. But figure out what the noise levels are at your property are before you start dropping cash. I'm in the city and my house sucks for HF, so my only option is to go mobile(no thanks) or make a day of it and set up at a state or national park(nobody got time for that).
I've promoted ham radio use here in SHTF or power outage situations. If normal comms go down, they are a good way to get info in an emergency situation. I wouldnt recommend them for doing illegal shit. FCC is federal and hams hate outsiders fucking around on the bands. A lot of those irritated hams have a lot of free time and would love to make a game out of finding the offenders and reporting them. Ham radio is full of nerds all over the political spectrum, it's not some conservative safe space where you can say stupid shit and not expect the letter people to show up.

But two potential methods for a backup staging area I can come up with
are good old fashioned email, which while easier for the non tech savie pede to figure out, has human weaknesses
And something like a Peer To Peer Service like Zeronet used in conjunction with TOR for privacy
Which while harder to set up, would be uncensorable.
